The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor, Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum, and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Larry Keenum. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

Mayor Calhoun presented the minutes of August 22, 2011 for review and asked if there were any corrections, additions, or deletions. There being none, Lloyd Matthews made a motion to approve the minutes as presented. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated he needed a motion to take off the table the lot at 426 Riverton Drive. Lloyd Matthews made a motion to take this off the table. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried. Mayor Calhoun then said the Building Official said the lot was cleaned up.

 

Mayor Calhoun stated he needed a motion to take off the table the money to give to the Gadsden Etowah Metropolitan Planning Organization for the area wide bicycle and pedestrian plan. Bobby McCartney made a motion to take this item off the table. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried. Mayor Calhoun then said when the City joined the MPA, the City agreed to pay their fair share of

9 percent based on population for planning and studies. Lloyd Matthews made a motion for the City to pay the $l, 812.53 for the City’s share of the study. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun asked the clerk to open the one bid received for the police badge. Ernie Norton bid $20.00 for the badge. Lloyd Matthews made a motion to award the bid to Ernie. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented the resignation of Fireman, Derrick Bowling, effective August 26, 2011.   Kris Cornutt made a motion to accept the resignation. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from the Planning Commission members to attend the AARC 2011 Annual Conference in Point Clear, Alabama, October 23-28th, 2011.   Anita Bedwell made a motion for them to attend. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes, except Larry Keenum who abstained. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from Kay Farley, Court Clerk to attend the Alabama Municipal Court Clerks and Magistrates Association Conference at Perdido Beach Resort, September 14-18, 2011. Larry Keenum made a motion to approve the request. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from Wiley McLain, Building Official to attend the annual Fall Conference of the Alabama Association of Floodplain Managers in Auburn, Alabama, October 17-19, 2011. Lloyd Matthews made a motion for him to attend the conference. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from Sgt. Scott Holderfield and Officer Phillip Braswell to attend the class, Extreme Close Quarter Concepts, In Gadsden, Alabama, September 16-18, 2011. Larry Keenum made a motion for both of them to attend the conference. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented the 2011/2012 Budget. Discussion followed. Anita Bedwell made a motion to approve the purposed budget. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from Special Olympics to sponsor a student at the 2011 Olympics. Lloyd Matthews made a motion to give $32.58. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun said Jones, Blair, Waldrup and Tucker will do a topographic survey at Rainbow Landing, for the proposed boat ramp. The cost will be around $2,500.00.   The State will let us know what we need to do next.   Lloyd Matthews made a motion for them to do the survey. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a proposal from Watts Seal Coating to stripe Rainbow City Community Center parking lot. The cost will be $615.50. Lloyd Matthews made a motion to stripe and seal the parking lot. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun asked the Council to give him and Bobby McCartney the authority to spec and send out bids for a new phone system for City Hall, and open the bids at

the next council meeting at 6:30 p.m. Larry Keenum made a motion to this effect. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from the Etowah County Water Festival for a donation. The purpose of the festival is to educate students about all aspects of ground water and other related natural resources. Anita Bedwell made a motion to give $250.00. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from Tim McCartney for BEST (Boosting Engineering and Science through Technology) Robotics “Hub” this year at the Talladega Speedway “Speed Dome” on November 5. There are 14 regional middle and high schools entered into the competition.   The students learn to work with a team to build a product (robot) from start to finish within a six-week deadline.   Discussion followed. Anita Bedwell made a motion to give $250.00. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun said the Southside Athletic Club met with the Council last week. Discussion was held concerning a Council member serving on the Board of Directors.   Lloyd Matthews made a motion to appoint Anita Bedwell to the board.

Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun asked that the records show that the following monthly reports were presented: Library, Building, Court, Police and Fire Department.   Mayor Calhoun then read a letter from Chuck Young commending the Street & Sanitation Department, and a letter from Mr. and Mrs. Bob McNeal thanking the Council for grass cutting at the bridge and guardrail on Canoe Creek Road. He gave a progress report on the trailer park drainage, stating the concrete flume has been poured from Country Lane to the north road at White Oak. The construction is approximately 35% complete.   He read a letter from Bob Collins, of Willies Woods stating that attendance doubled this year from last year’s concert, and he thanked the Police and Fire Departments for all their help.

 

Lloyd Matthews reported that FEMA has reopened the application period for individual storm shelters.   The new deadline for Etowah County is Friday, October 7th.   If you have questions, call Mr. Michael Amberson at 256-549-4575 or www.GECEMA.com.   Lloyd then thanked all the employees who helped with the cleanup of City hall during the recent tornado that hit City Hall.   Kris Cornutt, Mayor Calhoun and Larry Keenum also thanked everyone for their help cleaning up.

 

Anita Bedwell made a motion to remove the speed bumper at the end of Church Street.   Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Donna Patterson, WGAD, appeared before the Council concerning the purchase of WJBY, and the return of this station to the air in early October, with Southern Gospel favorites and national, state and local events.   Discussion followed. Brian Crawford appeared before the Council concerning Occupational taxes. Discussion followed.

 

There being no further business to come before the Council at this time, Lloyd Matthews made a motion to adjourn.
