The City Council of the City of Rainbow City, Alabama, met in a special called meeting at City Hall at 8:30 a.m., and upon roll call by the acting City Clerk, Beth Lee, the following members answered present: Terry John Calhoun, Mayor; Council members, Anita Bedwell, Bobby McCartney, absent, Lloyd Matthews, Larry Keenum, Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted.
- The meeting was called to order by Mayor Calhoun.
- Mayor Calhoun stated the meeting was called for the purpose of Economic Development. Mayor recognized City attorney, Jim Turnbach, and turned the meeting over to him. Mr. Turnbach then recognized Mr. Stephen Jones of Paradise Ventures, Inc. who represents the anchor tenant. Jim forwarded Stephen a number of questions with regard to the potential new commercial development and he has provided a great deal of information. Mayor Calhoun spoke to Mr. Jones and told him that he contacted Mr. Johnny Harris, ALDOT Division Engineer, with regard to a traffic light at the request of the new development. Mayor stated that the new development usually contact the state for this request and a traffic study and impact study would have to justify the need for a new traffic light. Mayor asked Mr. Jones to contact Mr. Ben Thackerson, ALDOT District Engineer, for further discussion. Mr. Jones stated that he had a meeting in the next hour with Mr. Thackerson. He also stated that the anchor tenant has asked for gross total of 54,000 sq. ft.
- Mayor Calhoun asked the council to allow Mr. Turnbach to prepare a draft for the total incentive agreement between the City and the anchor tenant. Anita Bedwell moved and Kris Cornutt seconded the motion to allow Mr. Turnbach to proceed with the draft. Mayor Calhoun asked for a roll call as follows:

Mayor Calhoun declared the motion carried. Mayor stated that he spoke with Bobby McCartney before the meeting today and he was in full support of this recommendation.
There being no further business to come before the Council at this time, Lloyd Matthews made a motion to adjourn.
