The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor: Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum, and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Larry Keenum. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of September 10, 2012 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented letters of commendation from Chief Carroll for the following officers: JeMichael Bonner, Kamp Yancey, Will Bishop and Gerry Lyons. The letters stated what a good job they did on the arrest of a mentally distributed man on September 4, 2012. Mayor Calhoun said he appreciated the way they represented the City and the Police Department.

 

  1. Mayor Calhoun announced that Debbie Hiltz term on the Utility Board expires October 11, 2012. Anita Bedwell made a motion to reappoint Debbie. Lloyd Matthews seconded the motion. Mayor Calhoun asked for a roll call vote as follows:

  1. Mayor Calhoun announced that Donnie Winningham term on the Utility Board expires October 11, 2012. Bobby McCartney made a motion to appoint Donnie. Lloyd Matthews seconded the motion. Mayor Calhoun asked for a roll call vote as follows:

  1. Mayor Calhoun presented the budget for the year ended September 13, 2013.  Discussion followed. Anita Bedwell made a motion to adopt the budget. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun stated that Monica Caudle’s home on Springhill burned recently, and she has not had any garbage pickup and would like to have her garbage bill credited $70.00. Discussion followed. Anita Bedwell made a motion to credit her account. Kris Cornutt seconded the motion. Mayor Calhoun sated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented Resolution No. 12-07. It will give him the authority to sign the contract for the FEMA/AEMA Community Safe Room Project at 1400 Riddles Bend Road. The grant is for $l63, 141.00, and the City’s part is $41,000.00. Discussion followed. Bobby McCartney made a motion to adopt the resolution. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun asked Chief Carroll to explain the policy for the hiring of uncertified job candidates for the police department. Discussion followed. Policy attached. Lloyd Matthews made a motion to adopt this policy. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Chief Carroll, for the following officers to attend the following classes for their certification.

Officers Will Bishop and John Bryant to attend ShivWorks Extreme Close Quarter Concepts (ECQC) course in Gadsden, October 19-21, 2012.   Cost $450.00 each.

 

Captain Chase Jenkins, Sergeant Gerald Lyons and Officers Deborah Overby and Jimmy Fazekas to attend “The Bulletproof Mind” course in Birmingham, December 12, 2012. Cost is $99.00 each.

Larry Keenum made a motion for the officers to attend these classes. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

  1. Mayor Calhoun presented a request from Barbara Wester, City Clerk to attend certification training for Municipal Clerks and Administrators & Master Municipal Clerk Academy, October 24-26 in Tuscaloosa, at the Bryant Conference Center. Registration is $235.00. Lloyd Matthews made a motion to approve the request. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Chef Carroll to change the price of Brandon Mitchell’s vest from $500.00 to $350.00, because the City of Attalla will not pay any more than $350.00. Bobby McCartney made a motion to change the amount. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented the court report. He asked for comments. There were none. He asked the records to show the report was presented.

 

  1. Mayor Calhoun announced that the annual Christmas Tree Lighting would be November 27, at 6:00 p.m.  

 

  1. Mayor Calhoun stated he received a letter from Life Matters Christian Counseling, asking permission to be excluded from garbage pickup. Discussion followed. Larry Keenum made a motion to table for further research. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a letter from Sue Davis, Community Center, stating she is retiring effective December 31, 2012. She has worked for the City for 23 years.

 

  1. Mayor Calhoun presented a letter from Tim McCartney, inquiring if the City will participate in the Central Alabama Best 2012 School Program.   Died for lack of a motion.

 

  1. Mayor Calhoun presented a recommendation from Chief Potter, to surplus the attached list of items from the fire department, and open bids at the next council meeting. Anita Bedwell made a motion to surplus the items and open at the next council meeting. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from Chief Carroll to give Officer Kamp Yancey a $1.00 pay increase for graduating from the police academy. Lloyd Matthews made a motion to approve the raise. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Mayor Calhoun presented a request from the Love Center asking the City to support a banquet on October 11, 2012, for a table of 10. Died for lack of a motion.

 

  1. Anita Bedwell thanked everyone who supported her family in the recent death of her dad.

 

  1. Bobby McCartney stated he would like for him, Eddie Cline and the Mayor to travel to Montgomery, to the State Surplus Warehouse, to look for a pickup truck for approximately $10,000.00, for the Recreation Department. Lloyd Matthews made a motion to approve the request. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

  1. Debbie Hiltz thanked the Council for appointing her to another term on the Utility Board.

 

There being no further business to come before the Council at this time, Larry Keenum made a motion to adjourn.
