The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m., and upon roll call by Barbara T. Wester, City Clerk/Treasurer, the following members answered present: Mayor, Terry John Calhoun; Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Terry John Calhoun. Invocation was given by Kris Cornutt. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

Mayor Calhoun presented the minutes of September 12, 2011 for review, and asked if there were any corrections, additions, or deletions. There being none, Lloyd Matthews made a motion to approve the minutes as presented. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

The clerk opened the bids for the new telephone system for City Hall. They are as follows: A T & T—$25,850.04; T C I—$21,476.98 and Telephone & Telecommunication Center—$17,750.00. Discussion followed. Anita Bedwell made a motion to award the bid to the low bidder, if they followed the specs. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All Ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from Wiley McLain to attend the Association of North Alabama Code Officials, September 28, 2011, in Madison, Alabama. Anita Bedwell made a motion for Wiley to attend this one day conference. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from Barbara Wester, City Clerk to attend the 46th Annual Management Training Institute, November 29-December 2, 2011 at the Perdido Beach Resort, for election training for the upcoming election next August 2012. Kris Cornutt made a motion for Barbara to attend the conference. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All yes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from Rick Hill; Police Chief to purchase four (4) police equipped bicycles, primarily for the VLM Sports Complex, Chocolate Festival, and other areas of the City. The price for the four (4) bicycles is $2, 471.92. Lloyd Matthews made a motion to purchase these bicycles. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun announced that the EMA will have a weather training session for tornados at the Rainbow City Community Center, February 16, 2012 from 6:00 p.m. to 8:00 p.m.   He also stated he would like to recommend a one-time raise of $520.00 per year for all city employees, to be paid November 11, 2011. Lloyd Matthews made a motion to grant this one-time pay increase. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated the council will need to go into executive session for a short time to discuss a review on the contract employee, with the Chairman of the Water Board.   He then asked if any of the Council has anything to bring up. Larry Keenum introduced the new police officer, Camp Yancey. Everyone welcomed him.

 

Lloyd Matthews then made a motion to go into executive session. Kris Cornutt seconded the motion. Mayor Calhoun asked for a roll call vote as follows:

The Council returned from Executive Session and Anita Bedwell made a motion for the meeting to come into session. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated the City will need to match a 3% pay increase for the City/Utility

Engineer. Anita Bedwell made a motion for the City to match this pay increase. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Kris Cornutt made a motion that all city employees have to have a doctor’s excuse when they use a sick day.   Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

There being no further business to come before the Council at this time. Lloyd Matthews made a motion to adjourn.
