The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall at 6:30 p.m.., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor, Terry John Calhoun, Council members: Anita Bedwell, Bobby McCartney, Lloyd Matthews, Larry Keenum and Kris Cornutt. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Invocation was given by Bobby McCartney. Mayor Calhoun led the Pledge of Allegiance to the flag.

 

Mayor Calhoun presented the minutes of September 13, 2010, and special called meeting of September 20, 2010 for review, and asked if there were any corrections, additions, or deletions. There being none, Anita Bedwell made a motion to approve the minutes as presented. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated the length of time for the Animal Control Contract needs to be changed, and turned it over to Anita Bedwell. Anita said she discussed the date with Dr. Jandrlich and he stated he would like the term to go through December 31, 2011. The cost is $1600.00 per month or $l9, 200.00 per year.   Lloyd Matthews made a motion to this effect. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Chuck Chitwood, CDG Engineers appeared before the Council to discuss the Million Dollar Grant and the study that will have to be done for Horton Creek. The study is necessary for the funds that will be given to the City by Congressmen Aderholt. FEMA is trying to get paperwork together to get the project moving.   The money the city spends for the study will be applied to the 25% the City will have to match for the grant. After this study an environmental study will have to be done. Will take around 15 months for the studies and design work. The City’s match will amount to around $350M for the Million Dollar grant. Discussion followed. Larry Keenum made a motion for the City to have the study done to qualify for the grant. Lloyd Matthews seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun stated the Building Official got an estimate from Hugh Cox Painting Contractors of $6,954.00 to paint the Community Center. These funds will come out of the grant funds the City received. Lloyd Matthews made a motion to have the center painted. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun presented a request from Family Traditions to purchase approximately 185 books per year, at $2.93 per book. Died for lack of a motion.

 

Mayor Calhoun stated the 2011 budget is ready and turned it over to Anita Bedwell, Finance Chairman. Anita stated adjustments have been handled as needed, and made a motion to adopt the budget. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated speed breakers needed to be installed at Turman and Doris Street.

Lloyd Matthews made a motion to install the breakers. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated it is time to appoint a new Utility Board Member. Anita Bedwell made a motion to appoint Andy Dennis to a six year term expiring September 28, 2016. Larry Keenum seconded the motion. Mayor Calhoun asked for a roll call vote:

Animal Control Officer Tammie Valentini to attend Domestic Violence and Animal Abuse class October 7, 2010, in Prattville, Alabama at a cost of $40.00.

 

Dispatches Digangi & White to attend NENA Conference October 10-13, 2010, at Gulf

Shores, Alabama. Conference cost is $400.00, and hotel is $494.84 for one room.

 

Officer Braswell to attend F.B.I. Firearms Instructor Recertification, at the Gadsden Police Range. Cost: Free.

 

Officer Rush to attend a three day Carbine Tactics course w/low light at Gadsden Police Range at a cost of $350.00.

 

Officer Braswell to attend E.A.G. Tactical three days Carbine Operators Course at the Gadsden Police Range at a cost of $520.00.

 

Chief Ragan to attend Chiefs Winter Conference January 30-Feb. 3, 2011 in Montgomery, Alabama. Hotel cost is $449.50.

 

Larry Keenum made a motion to approve the Animal Control Officer and Dispatchers to attend their meeting and to table the request from Rush, Braswell and Ragan until the next meeting. Lloyd Matthews seconded the motion. Mayor Calhoun asked for a roll call vote:

Mayor Calhoun presented a request from the Etowah County School Foundation 4th Annual Golf Tournament. Lloyd Matthews made a motion to give $l80.00. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun stated we received the statement today from Assurance Benefits. We will pay for the months of July and August in the amount of $3,087.84. Lloyd Matthews made a motion to pay this amount. Kris Cornutt seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

Mayor Calhoun said he got a price for the appraisal of the Copeland property near the Vivian Lee Maddox Sports Complex.   The cost will be $3,000.00 and will be done by

Tillman, Allen & Sizemore Appraisal.   Discussion followed. Mayor Calhoun also stated the Council needs to get together and set the price for the lots in the new industrial park off Lumley Road.

 

Mayor Calhoun presented a letter of resignation from Larry G. Phillips in the Police Department. Lloyd Matthews made a motion to go into executive session. Kris Cornutt seconded the motion. Mayor Calhoun asked for a roll call vote:

Anita Bedwell made a motion to accept the resignation of Larry G. Phillips in the Police Department, effective September 27, 2010. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes.

 

Larry Keenum made a motion to post the position of police officer and close the posting October 12, 2010 at 4:00 p.m.   Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

 

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
