The City Council of the City of Rainbow City, Alabama, met in regular session at City Hall, at 6:00 p.m., and upon roll call by the City Clerk, Barbara T. Wester, the following members answered present: Mayor: Terry John Calhoun; Council members: Anita Bedwell, yes;

Bobby McCartney, yes; Tim Ramsey, yes; Larry Keenum, yes; Rick Hill, absent. The same constituting a quorum of the City Council, the following business was transacted. The meeting was called to order by Mayor Calhoun. Scout Troop 777, of Rainbow City, led the Pledge of Allegiance to the flag.

 

  1. Mayor Calhoun presented the minutes of August 26, 2013 for review, and asked if there were any corrections, additions, or deletions. There being none, Larry Keenum made a motion to approve the minutes as presented. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  2. Mayor Calhoun wants the minutes to reflect that any excess funds received from the ad valorem taxes will be earmarked for future sewer improvements. Bobby McCartney made a motion to this effect. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  3. Mayor Calhoun said he needs a motion to take off the table the discussion of garbage pickup. Tim Ramsey made a motion to this effect. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried. Anita Bedwell made a motion that a business must provide a current waste contract to have the garbage fee waived, and a resident that receives water service will be charged a city service fee for garbage. Bobby McCartney seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Mayor Calhoun presented an estimate from Hurst Construction, provided by the City Engineer, for FEMA Door Replacements at Riddles Bend Fire Station. Their proposal for the above mentioned FEMA frame, door and panic hardware replacements is $47,540.00. Discussion followed. Tim Ramsey made a motion to table until the next council meeting. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun stated that Audy Irvine, Pat McCleod, Gary Murray and John Davis Smith are volunteer firemen. This is for insurance purposes with the City.
  6. Mayor Calhoun presented the following travel/tuition:

     Wiley McLain, Building Official to attend the 2013 Fall Conference of the Alabama Association of Floodplain Mgrs., at Auburn University Hotel, from October 21-23, 2013. Cost for registration is $l75.00 and motel for two nights is $237.30.

     Barbara Wester, City Clerk to attend the Annual Municipal Mgn. Training Institute for City Clerks and Administrators in Opelika, November 20-22. Registration is $125.00, and hotel for two nights is $119.00 plus tax.

     Planning Commission members, Mona Wallace, Bettye Ann Boyd, Thomas Moon, Bryan Stone, Larry Keenum and Mayor Calhoun to attend the AARC 2013 Annual Training Conference in Point Clear, from October 20-23, 2013. Registration is $450.00 each, and rooms are $119.00 per night, plus tax, for three nights.

     Elizabeth Haney to attend the Fall Municipal Law Conference in Orange Beach, September 18-21, 2013. Registration is $250.00, and no charge for lodging.

  1. Mayor Calhoun presented the following monthly departmental reports: Building, Community Center, Police, Library, Fire and Court. He asked for comments. There being none, he asked the records to show they were presented.
  2. Mayor Calhoun announced that the “Health Insurance Marketplace Options” will be put in pay stubs, for the pay period of September 13, 2013.
  3. Mayor Calhoun announced the resignation of Officer John Hall, effective today, September 9, 2013. Tim Ramsey made a motion to accept his resignation. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  4. Larry Keenum made a motion to post the position of police officer for 10 days, to replace John Hall. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  5. Mayor Calhoun asked that the minutes show that the 2013 Paving Project bid through the County, also through the Etowah County Bid #FY2012-2013-05 for liquid paving and resurfacing, and NEAPA BID 33207. Traffic stripping and pavement, and Etowah County Bid #FY2011-2012-17, for in-place asphalt.
  6. Discussion was held concerning Hwy 411 and Hwy 77, concerning the Absolute Fitness Run. The State opposes closing these highways, because 46,000 vehicles travel these roads every day. Discussion followed. Bobby McCartney made a motion to not close the highways. Larry Keenum seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  7. Discussion was held concerning putting a concrete inlet box on Nottingham Drive. It will be a 3’ x 4’ concrete inlet box with 2’ x 2’ inlet grate, backfill and grass, for a cost of $2,100.00. Tim Ramsey made a motion to install the box. Anita Bedwell seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.
  8. Mayor Calhoun asked that the records show that two (2) police vehicles were put on govdeals.com, and two (2) people have bid a total of $7,533.92 for the vehicles.
  9. Discussion was held at pre-council concerning waiving the building fees and permits for a Habitat for Humanity Home on LaSalle Street. Discussion followed. Larry Keenum made a motion to waive the fees. Tim Ramsey seconded the motion. Mayor Calhoun stated all in favor say aye. All ayes. Mayor Calhoun declared the motion carried.

There being no further business to come before the Council at this time, Anita Bedwell made a motion to adjourn.
