Notice of Public Meeting on Proposed Commercial Development Agreement

 

The City Council of the City of Rainbow City, Alabama, will hold a public meeting on April 25, 2022, at 5:00 p.m., to consider the adoption of a resolution authorizing a Commercial Development Agreement with Kidd Family Properties, LLC, an Alabama limited liability company, and Kim Kidd, Inc., a corporation organized under the laws of the State of Alabama. Kidd Family Properties, LLC, owns the property at 3049 Steele Station Road, Rainbow City, Alabama, and Kim Kidd, Inc., does business as The Willow Tree at that location. These two entities collectively propose to expand the facility currently located at that location by 16,000 square feet for the purposes of increasing the receiving, warehousing and shipping capabilities of that location. It is anticipated that the expanded business operations will employ between 10 and 20 new employees and will maintain that level of employment for the term of the agreement. These developers have requested financial assistance from the City of Rainbow City to make this proposed expansion feasible. The City of Rainbow City proposes to rebate two cents ($0.02) of the City’s four cent ($0.04) sales tax proceeds from sales attributed to that location for a period of two years, said period to begin when the expansion is approved for occupancy by the City. The City of Rainbow City will also reimburse the developers all of the City’s sales tax proceeds for all materials and products purchased during the construction of the proposed expansion from a business with a valid license to operate a business issued by the City at the time of the subject purchase. Further, the City will provide, at no cost, a maximum of 300 tri-axle truckloads of fill for use in the construction of the proposed expansion. The developers being responsible for all costs associated with the transportation of that fill from the excavation site to the construction site. The beneficiary of the agreement will be Kidd Family Properties, LLC, and Kim Kidd, Inc. dba The Willow Tree, those companies affiliated therewith, and their employees. You are invited to be present at the meeting and express your opinion on the proposed agreement and whether it serves a valid and sufficient public purpose.
